According to sources in the education department, about 70,000 hits have been recorded so far and several complaints have focused on teacher transfers and the teacher recruitment process. There were few complaints on infrastructure-related issues, an education official added.
“Most of the complaints were registered by B.Ed final year candidates who also want to be considered for teaching posts. Many candidates have written to the Minister requesting to be posted for job opportunities. Secondly, many newly recruited teachers who have been hired this year are asking the government not to accept the application of the teachers who are asking for transfer. This is because they feel they might lose employment opportunities if the existing teachers are transferred,” said the education official.
This comes after several teachers who have been posted in Kalyana districts of Karnataka want to return to their native places after serving for more than two years. In fact, during Karnataka’s last legislative session, a new teacher transfer bill was passed “waiving the prescribed limit for transfer of teachers”.
The Karnataka State Civil Services (Regulation of Transfer of Teachers) (Amendment) Bill, 2022 waives the prescribed limit for transfers and mutual transfers made in special categories in Kalyana Region Karnataka, the Malnad region and the educationally backward districts.
The bill allows for mutual transfer to a position within or outside a unit, provided that both teachers have completed a minimum of five years of service on the cadre. Previously, mutual transfer to a post outside the unit was not allowed more than once in service, with the condition that both teachers completed a minimum of seven years of service. The bill also prioritizes transfer requests by teachers with spouses working with the state or central government or aided educational institutions.
A senior education official said, “Complaints will be taken to the respective departments who will deal with them appropriately. As far as teacher transfers are concerned, the public instruction department should take a call.”
With the help of this web portal, one can also access various departmental computer systems, which are used by different wings / divisions of the department. The portal also collects relevant information/data related to the ministry of school education from various IT systems currently in use in the department.
