DU doubles with appointment of Stephen director

The University of Delhi has once again written to the governing body of St Stephen’s College on the issue of the appointment of the principal, stating that the college is “compelled not to recognize Professor John Varghese as the principal of the college from his term of five years. over”, and asking the college to follow the UGC regulations.

The letter dated September 16, from the Joint Secretariat (Colleges) to the President of the governing body, stated that it is mandatory for the college to follow the provisions of the UGC regulations regarding the re-election of the director . “Failure to follow the aforesaid provisions amounts to the illegal and non-statutory continuation of Professor John Varghese as Principal of St Stephen’s College,” he says.

The letter refers to the UGC regulations of the years 2010 and 2018. According to the UGC regulations of 2018, the duration of the appointment of the principal of the college will be five years. Eligibility for re-election for a further term will only be after an evaluation by a committee appointed by the university. The letter also mentions a clause in the UGC regulation specifying the composition of the principal’s evaluation committee for a second term. The committee is expected to have one nominee from the university vice-chancellor and one from the UGC chairman.

It is this regulation that the university has asked the college to follow.

Dr. Varghese did not respond to a request for comment Saturday.

Delhi University had written to St Stephen’s in a letter in August that Dr John Varghese’s continuing as principal beyond March 2021 is illegal. At the time, the university had said that it considers that since the Supreme Council of the College of Sant Esteve has not followed “the procedures and due procedures provided for by the relevant UGC regulations, the decision taken by the Supreme Council of the College of ‘extend the term of The appointment of Dr John Varghese as director for another term is null and void ab-initio. Therefore, the continuation of Dr. John Varghese as director after the completion of the term is illegal”.

In July this year, governing body member Prof. Nandita Narain raised the issue of Varghese’s re-election in a letter to the governing body chairman.

A statement from the university’s management earlier this month stated that “all applicable regulations” regarding minority institutions have been followed in this matter and that Varghese has the legal right to continue as principal.

The president of the governing body of the college has informed the university through a letter, according to the statement.
